The investigation began when freeway patrol officers in the Organized Retail Criminal offense Process Power noticed two men and women strolling toward the shopping mall with “booster bags.”
Booster bags are handmade foil-lined bags normally applied by shoplifters to exit merchants with stolen products devoid of triggering the stores’ anti-theft alarms.
